Job Description: 

Chemonics seeks a regional program manager for the ongoing USAID/OTI-funded Libya Transition Initiative Project. This project supports Libya’s efforts to promote national unity and transition to inclusive democracy. The project will focus on supporting emerging civil society organizations, strengthening local and independent media outlets, and supporting interim governing authorities. Initially, the position will be based in Benghazi; however, the regional program manager may be asked to travel to project headquarters in Tripoli and to other areas in Libya to provide surge support or coverage. We are looking for individuals who have a passion for making a difference in the lives of people around the world. Responsibilities include:

 

  • Advise on evolution of local political, legal, and economic situation and on adapting the regional USAID/OTI program
  • Manage and develop regional program strategy through Grants Management Unit
  • Manage, oversee, and report progress of all activities and office operations in Benghazi
  • Oversee monitoring and evaluation of each grant activity with Grants Management Unit and other Chemonics home-office staff
  • Travel extensively throughout area of responsibility with occasional travel to other areas

 

Qualifications:

  • Three years demonstrated experience in project design and development
  • At least five years experience in office management, administration, and human resources
  • Proven analytical skills and understanding of Libya’s political context with ability to conceptualize related grant activities
  • Experience working on USAID-funded projects and managing grants or working on programs with grants components strongly preferred
  • Experience working in Libya or similar insecure environments on rapid transition programs preferred
  • Demonstrated leadership, versatility, and integrity
  • Fluency in English required; Arabic strongly preferred
  • Ability to deploy by mid- or late-February strongly preferred
